Are Top-Down Initiatives the Answer for Successful VR Adoption in K-12 Schools?

Why is VR adoption in middle and high schools still so low, despite hands-on education being one of the most obvious use cases for VR? Many challenges go beyond software development, such as pedagogical design, teacher training, frictionless hardware experience, and reseller incentives. These challenges can be too much for a single developer, a school, or even large groups of them to handle. The case study of educational VR developer Futuclass and the Regional Technological Center (RTC) Antwerpen suggests that for successful integration of virtual reality into K-12 education, the efforts of developers alone may not suffice, and well-coordinated and centrally funded efforts are needed.
